Our Team

Scott Bolls

Managing Director

Mr. Scott Bolls is a U.S. attorney, CPA, and Global Business Strategist with over 30 years of experience structuring, growing, and optimizing highly profitable enterprises in international markets by applying innovative approaches to strategic partnership and business development. He is a self-starter, deal maker, and leader and has built a vast network of international contacts. His experience has been in Global Business, Military Contracts, and Strategic Partnerships.

Mr. Bolls has had private sector financial experience working for Goldman Sachs, GE Capital, Ernst and Young, Ocwen Savings Bank and the U.K’s Smith Hodgkinson. He has worked in both Western and Eastern cultures and has a strong ability to connect with persons from multi-culture business and governmental sectors. Scott earned his law degree at the University of Pennsylvania while also attending the Wharton School of Business.

Andre Hollis

Mr. Hollis has served as Department of Defense Deputy Assistant Secretary for counternarcotics in 2001 and Senior Counsel for the House of Representatives’ in 1998-2001. Distinguished Military Graduate of Princeton University, Mr. Hollis earned a commission in the United States Army. He earned his Juris Doctor from the University of Virginia School of Law in 1991. The Departments of Defense and Homeland Security recognized Mr. Hollis with Medal for Exceptional Public Service and Distinguished Public Service Award, respectively.

Margot Sangster

Margot Sangster has twenty plus years of experience in international development, workforce development and public health in North America and Afghanistan. She holds a Master's degree from City University of Seattle and a professional certificate from Harvard University. Margot served as an Advisor to the Afghanistan Ministry of Labour and Ministry of Agriculture. Margot has joined RHI as Senior Advisor and Member Board of Advisors.

Kevin Campbell

Kevin was employed in the Canadian Armed Forces in the Royal Canadian Navy for 26 years. He worked on quality control, project management assignments and posted to a number international mission. Kevin has completed Bachelor of Commerce at RRU, Technical diploma in Electro-Mechanical Engineering at St John's NFLD; and Project Management Programs at Camosun College.

Ibrahim Azhar

Mr. Azhar is a former Deputy Minister at the Ministry Mine and Petroleum and Ministry of Counter Narcotics. Over the past two decades, he has worked in leadership capacities for the Government of Afghanistan, USAID, UN, & international organizations. Mr. Azhar has a high-level network across the country and the region. As Senior Advisor to RHI, Mr. Azhar has contributed a great deal in business development, implementation and government relations.

Andrea Martinez

Andrea is a CPA and graduate of British Columbia Institute of Technology. She has proven track record of managing budgets for large-scale projects in frontier markets and has always implemented the highest controls and audits standard to ensure projects are within budget, scope, and timeline. Her academic knowledge and practical career have instilled her a thirst for learning, improvement and challenge.
